Our vision is to strengthen the role of Hong Kong International Airport (HKIA) as the leading international air cargo hub and a key facilitator for the economic growth of Hong Kong.
HKIA Dongguan Logistics Park connects HKIA with the GBA’s manufacturing hub of Dongguan. By setting up the logistics park in Dongguan and a new airside intermodal cargo pier at HKIA, the innovative transshipment model extends HKIA’s cargo services further into the GBA. It allows the GBA’s export cargo to be processed upstream at lower cost, then shipped to HKIA for efficient transshipment to worldwide destination.
By providing an additional channel for GBA’s international air cargo, HKIA Dongguan Logistics Park brings economic and social benefits to both cities. It enhances the GBA’s international connectivity, hence facilitating trade flows. The innovative HKIA Dongguan Logistics Park sea-air transshipment model also drives new logistics services and creates job opportunities.
HKIA serves as a double gateway that seamlessly connects the Greater Bay Area to the world. Leveraging on HKIA’s extensive global flight network and established air cargo ecosystem, shipments can be transported to the world efficiently.
The new facility is fully compliant with the Hong Kong’s air cargo security regulations. Export cargo can be screened, palletised and accepted by airlines in Dongguan and transported by vessel, with secure transport, to the restricted area of HKIA for direct loading onto the aircraft.
As many of the handling processes are completed in Dongguan to leverage on the lower cost upstream, a significant reduction in cost and handling time are expected.
Cargo is shipped in a secured mean of transportation that complies with Hong Kong’s air cargo security regulations.
A dedicated online system has been developed for monitoring and tracking of vessel routing. CCTV records can be accessed by Hong Kong’s law enforcement agents and will be stored within the system for future reference.
Cargo arrives to the airside of HKIA for direct uplift to overseas destinations as transshipments.

The pilot scheme of the novel transshipment model is operating smoothly. Building upon its success, the permanent HKIA Dongguan Logistics Park with state-of-the-art technologies is planned for completion in 2025.
Automated facilities will be employed in HKIA Dongguan Logistics Park for transporting cargo within the site. Utilising robotics, Internet of Things and other innovative technologies, HKIA Dongguan Logistics Park is designed for the future.
Automated guided vehicles (AGVs) will be deployed to move containers within the park and in its barge terminal in HKIA Dongguan Logistics Park. The AGVs promise efficient transportation with minimal human intervention and lower cost of operating.
